Construction Permits & Contractor Lists

No construction is to be started until permit applications are approved. Chapter 100 Section 100.28 violations and penalties will be enforced.

The State of Iowa passed through legislation May 19, 2026, that all new construction - single family and two-family residential buildings - will have passive Radon mitigation installed.

  A building construction permit application is required in the unincorporated areas of Monona County for any new construction, addition, or when moving a building onto your property. Private septic systems, private wells, and geothermal heat pump systems all require a construction permit – even if you live inside city limits.

  Monona County Flood Plain Permits are also REQUIRED for any construction in a food plain district. In some cases, permits from IDNR & Corps or Engineers are also required. This is not a one day process – don't wait until the last minute. This includes farmers – you are not exempt from the flood plain.
